Found on Oct 8th. Weren't filled out. People had plenty of time to: vote in person, get another ballot, etc. Not fraud and not targeted at a particular party or candidate. If anything, this is outside an apartment complex in California so they were probably mostly for Biden. Maybe Republicans are responsible for this one?

Again, your "source" doesn't actually go to anything with a source. It goes to the PA Open Data website where there is NOT EVIDENCE of this... for the record. So I googled. Nothing shows up... so I actually try to use the PA data website and research myself.

It shows all the ballots REQUESTED and their associated data. It does NOT show which of these ballots were used to actually count as a vote.
