Gorbachev is one of the only Russian leaders to not look completely incompetent in this show, but it does show a lot of KGB cover-up/spying etc. that he may not like.
It was like any important information about the dangers of Chernobyl were hidden by the KGB and several officers above them before Gorbachev was even allowed to hear the truth.
