Short answer? They aren't.
Blue states, or Democrats, are pushing for government to hold all the cards when it comes to internet access. Red states want government to be more hands off so that the internet can flourish within the public sector. Blue states fear this because evil corporation would control it.... which is complete nonsense. Competition will allow people more freedom to spend their money where it does them the most good..... unlike your fucking healthcare these days.
