Good luck trying to convince half the population that poor people should get free money. It's actually been proven in a few countries that base living cost for homeless/poor people has drastically reduced the homeless and poverty levels. There's a huge barrier in North America that prevents this from happening here, even though the money invested would be returned and saved 10 fold.
