That's the whole problem with the law in the first place. If I'm just using my phone to change music or using it as a GPS, I can still get a ticket for distracted driving. All too often I see kids driving with their knees texting with 2 hands while driving. I know a few people that have gotten tickets for just using google maps but not texting.
