if someone were to slip you a drug and you went on an insane rampage and cut someones head off, but after the effects of the drug wore off, do you feel you would be responsible for your actions?
we dont really know a lot about mental illness, but there is something that makes these people different that is a handicap that people shouldnt be punished for. I do believe the system should protect the public from crimes like this, but to say someone with mental illness will offend again because they've offended before doesn't meet an adequate burden of proof to keep them locked up for life for something they did during an episode. monitor these people closely, but dont have to lock them up
