He is right though... there isn't much that a president can do that will make much of a difference. Clinton already had enough power that she could have made the changes she is promising, Trump thinks he can spend trillions on a wall that he won't have the authority to build on his own.
The fail safe branches of government are just as corrupt as the presidents you're electing.
