If that's what you want to believe, I'm not going to be able to convince you otherwise. My first hand experience at DOS and around the USG tells me that running your own private e-mail server isn't a privilege of rank. Systems are specifically designed for these "VIPs" so they don't use their aol and yahoo accounts when they were away from the office.
