By all accounts Comey is a pretty stand up guy, someone who takes his job seriously and doesn't play politics. So if he decides that Hillary wasn't criminal in her actions and that she has no bad intent, then that should be that. But of course the anti-Hillary crowd will not want to accept that, so they will generate a multitude of conspiracy theories as alternate explanations. It's up to everyone to decide who to believe, I tend to go with the professionals who devoted months of time and effort going through the issue with a fine toothed comb.
