Allow me to take one single paragraph out from his speech to express the full volume of bullshit he said:
"To be clear, this is not to suggest that in similar circumstances, a person who engaged in this activity would face no consequences. To the contrary, those individuals are often subject to security or administrative sanctions. But that is not what we are deciding now."
In the past, people who have committed the same CRIME as her have either been jailed or had sanctions placed against them. Security or administrative sanctions would ban her from reading or possessing any sensitive material at all. She, in effect, would not be able to fulfill the job of POTUS. The FBI director essentially said she is guilty, but we won't move forward because it would deny her the chance to become president.
