The shorter the loops the faster it can go on copper as the last mile.
I highly doubt you'd get anywhere near 1Gbps, has to be some wording in there that says *up to 1Gbps.
No reason to think it'd be a poor service, not as good as fibre right to your house but better than Cable or DSL typically.
