I think what is really happening here, is that 'PC' is lagging and people are queueing up to lessen it, but probably by just clicking on it and standing there, the cutscene or w/e (I can't remember exactly what happens when you access that laptop) is taking awhile to initialize.
So, He clicks on it then walks away, it doesn't fire... It obviously is firing for other people because they are standing there watching the cutscene or w/e. The people standing in line are stupid, but this dude is pretty stupid too.
