Overwatch -
(chance to hit basic) x if target is moving (0.7)
(chance to hit basic) x if target is dashing (0.6)
So your chance to hit in overwatch is kinda crap to begin with. Not as reliable as I'd like. Which I think is stupid, if your purposefully set up for a ambush your not *that* likely to miss.
