Did the refugee crisis make this easier for them? Maybe.
Would it have prevented this tragedy to have blocked the refugees at the border? No.
I would have only delayed it/moved it. I understand they could network easier with sympathetic refugees to aid them, but those networks could be setup without a refugee crisis too.
