No one, not even dictionary companies, has that authority. Just because they put it in their book doesn't make it correct. Even if every dictionary on the planet puts the same definition in their book, it doesnt make it correct.

Whether it is correct or not is a seperate question that each would have to have a standalone justification for. That justification is what we are arguing about.

Interestingly enough, this is because language is (in every sense of the word) an example of anarchy.

And the fact that language is so incredibily adaptive, resilient and powerful is evidence for the fact that spontaneous order can indeed arise out of what superficially would appear to be chaos.
