In some ways it is yeah, chaos edition was the best of the last game, it got a lot of polish in it's stretch. But that said, there are a lot of things in the new game that the old one was completely lacking, like telling you percentages when you attempt to do something so you don't just go in "blind." In all, BB2 is much more newb friendly. Old just had more of the kinks and rule calls worked out.
I think rose coloured glasses are a thing here, the old one was just as bad, and still has a few glaring flaws that can't be patched out.
