Download and run the Technic Launcher:

Then copy this URL to your clipboard, and the launcher should take you to the PiCECraft modpack:
http://api.technicpack.net/modpack/picecraft
Then you can install/run!
The official server is included with the modpack, already populated in the Multiplayer screen.
