you need the 1.32 release patch, and the wfa pk3 files go into the /wfa folder, not /baseq3
You can get all the patches from ftp://ftp.idsoftware.com still, I think. And you can always get ioquake3 directly from ioquake3.org
It should fire up locally if it shows up under your base "mods" folder.
