I had the same problem in Alpha, Infernal. I came to the same conclusion regarding stores of carts in chests. However, for shorter runs, I noticed in single-player beta earlier on that powered minecarts will go uphill now whilst pushing another; though to what extent I hadn't the resources to discover.
