Is that game still going?
My next gen version that didn't deploy was on track to have fully coordinated organized crimes through a master matching server run at my end. Clients when they were ready would register their status with the server and it would assign roles, triggering the modules in the clients to each complete their tasks. when all signalled ready, it would send the leader to start up the crime.
