As for unit building
You can only build as many units as you have supply depots
You can only build new units from the 3 depots that you START with and no others
You can only build from those depots if there is no unit currently on them so if you have 5 depots but the 3 that you started with already have units on them then you cannot build any more units until they move off and the next build phase happens.
