So you have another move before a build phase.
Austria was attacked by Russia successfully.
Germany attempted to attack Austria but failed because of improper moves :P
England got 1 move successfully but tried to move the other 2 units to the same square so they both bounced.
France goofed the move orders as well. Nobody is at a severe disadvantage so far really
