You can't do it quite as short as you use to be able to, but it works.
Jump, crouch in the air as you are firing your grapple, and then it will propel you forward to about strafe-jump speed. Yea, it isn't a super fling, but it is a nice acceleration for the classes that have it. It also works around corners, but you have to sort of "lead it" further around the bend so you can slighshot around in anticipation of the swing curve. Its almost like drifting in driving games - you have to start your turn before you actually have to make it since it will take time to straighten out.
