The name the arsonist is deceiving. 90% of the Arso's effectiveness comes from the freeze gun. The other 10% is a combo of the grenade and the flame thrower (but only to hose down the recon).
As for match-play viability: Arso has always been a counter attack to the triple gunner defense. It's only in rare circumstances that he's viable in any situation other than when dealing with three gunners.
