nope, it's all random. and it should be since it comes out of my own pocket. if i make the win % 0, i could raise the limit to millions and be uber rich. and why would i want to raise the win %?
come to think of it though this is a good way to defeat the 10% bank interest on transactions. if anyone needs to send me money, just bet like a madman on some random number =P
