The ATI notes on shaders are to accomodate their older, shit cards like the Rage and Rage pro. Its no secret to anyone that ATI didn't start becoming a solid contender in the graphics market until they released their radeon series (and didn't become a winner until the 9000s) Holding the performance of Rage and Rage Pro cards against them 5 years later is not very wise imo
