ok got it. its not from lack of ram, your drivers are up to date enough.

you are getting this when double clicking on the wffusion.exe? what version of the wffusion.exe are you using...

under version (right click wffusion.exe, properties) and the date of the ui.dll you have in the wfadev directory.

make sure that there is no game dll in wfadev directory. and what did you copy into the wfadev dir? did you copy the whole wfa or just the pak35/35b and a few maps?

what else do you have in baseq3, and is it a full installation of quake3?
