ati's cheat. thats all i can say. they cheat cheat cheat cheat cheat.
remmember what the particles looked like on the ati's, the plasmabombs didn't have the white particles running around? its because they limit the amount of verts drawing on temporary no-mipmap'd surfaces in order to increase framerates. i am not putting in ati-specific stuff, so i dropped it overall to accommodate that.
