yea there is a team balancing deal, but its a join team thing, not 'you can't cap the flag' thing.
there's also the server-side damage adjustment based on score, but that's a server-side flag. i'm leaving that on by default, changed by admins. basically if the team is up by 8 or more caps, their weapon damage is decreased by a max of 20%, sorta a delta curve.
can't leave that on for testing, it screws people up.
