Chalabi and his INC buddies will end up running things at the end. Reason is that the Iraqis would elect an Islamic government if they had free and open elections. They have been staring across the border at Iran for too long and envying their relative freedom compared to their own. The US has stated that they won't accept an Islamic government as an outcome. Given the fact that the US sponsored the INC in terms of giving them weapons and providing transportation and other logistical support, they are the only ones out there that are organized in some fashion to secure themselves a big role in any interim government, which will translate into the permanent government. There may eventually be elections, but the candidates will be vetted and only the pro-US will be allowed to run for office. Chalabi prolly won't hold office himself, he will have to be content with being a behind the scenes powerbroker.
