I ran into that issue trying out a couple mods to screw around with in SP. Joined up to TDS and found all of them to still be active. It seems to me that almost all the ini files are used from the client version as opposed to server version. I don't understand what design logic that follows but it ends up with a hugh potential to very easily cheat at the moment. I believe that there is a project underway to create an ini crc checker to combat this problem.
