you get the filter from nvidia's site. you create a tga based on a b/w image (usually best) of where u want the definitions to be for the shadows/highlights, and add the q3map_normalimage path/to/image.tga in the shader if u need more info, look at mp5-wfa there is some shaders in there that have it.
