I tried a "fog hull" once...
where EVERY thing was covered in fog. It looked pretty cool, but it tended to wash every thing out. And I think it would mess up game play, if someone dropped the flag, and no one could find it cuz it was lost in the fog.
Even the fog that's in there is kinda leaning on the FPS a bit, so having it every where would make it even worse. As it is, you will have to have a pretty hefty machine to run this AND have it look good. But, I know most of the people here play in vertex at some crazy res like 640x480 with picmip 30000. so I think it will be ok.
But as people get faster computers, and better graphics cards, they will be able to turn all the fun stuff on with out it grinding their fps through the floor.
